how can i get my computer back!?

i can't get in to my start up window ? i can log in but that's all. i tryed roll back and system restore. but i keep geting the same.i dont want to spend no more than i've already have.please help. p.s. this is not my computer im on. ther's no icons just the back groud. i tryed leaving it on for hour's but nothing.

    Re-Install Windows and try to repair your install. Not enough info.

    Try booting in Safe Mode, then log in as the administrator, then try System Restore from there. To get into safe mode, repeatedly press the F8 key after the bios screen loads but before Windows loads, if you don't manage it first time just restart and try again. Safe mode looks very different and not all your programs will load but don't worry, its supposed to do that. The screen will run at 800 x 600. What was the last thing you did that caused this to happen? Did you install software?

    When you logged in, Press Ctrl+Alt+Delete, Goto Applications Tab, click on "New Task..." and run explorer.exe if you failed, goto Processes tab and Stop any unusual Process and try again.

    I need more information. do you have icons on your desktop? does your start menu even appear?
