If you are new to publishing news letters I would say ms publisher. If your experienced and want to get into the newsletter formating adobe indesign is the standard. For ease of use I would suggest ms publisher. its got templates http://scampatroljournal.blogspot.com/

Depends on how much you want to spend. You can use Microsoft Publisher, which I believe is part of the Office Professional package. If you have it at your disposal you can use Adobe InDesign. That's going to be more expensive than Publisher.

imo, i would use publisher 2000-2003, simply because you're starting out, and it comes with premade templates for help.

Here is a site that might help you. This is supposed to be a free Publisher to download to your PC which is made to handle the type of newsletter you want to publish. If this don't work, just write in your search; free publisher http://www.freeserifsoftware.com/

I'd say the *best* software is QuarkXPress. It has the longest history of stability and good features and has been the choice of professionals since 1990. It's also possible that InDesign is now sreliable as XPress, but programs like Publisher have been trickier to use in production and therefore less reliable. Here's how to make an informed decision. Look at the price difference between the software tools and find out what your monthly difference is over, say, a year. Compare that with low and high estimates for repeat prepress costs or (let's hope not) reprint fees. Although QuarkXPress costs more initially than others, you can regard it as insurance.
