How do I create an online forum that, like yahoo answers,
1. allow users to post
2. allow users to rate each article once
3. allow users to provide feedback to the posts
4. orders the posts according to the ratings
Which computer language is best suited? I am an amateur and quite a beginner. Feel free to ask me questions if you are unsure of my specifications, I will promptly reply in one day.

Its an open source forum and very excellent in working. Many of the people these days use it (as I do).
But a little knowledge of administrating a website is needed. Everything in it is automatic. What you have to do is to just own a website with SQL database and nothin. You will have to extract the files provided in a zip format from phpbb.com and then upload them (every info is provided with the package).
