How to turn off and on pop up blocker?

I what to download rpg maker on download.com but i got pop up blocker it keeps blocking and uo in my google toolbar it says 1067 blocked and i turn it off but it stills blocks them how do i turn it off and on

    Please follow this path to get rid of pop up related problems. U will hv to do two things. First Tools > inernet options> privacy > check the box of block pop ups > move the slide bar to medium high> ok. Second Tools> pop up blocker > pop up blocker settings> Set the filter level to high> ok. U will get rid of all the pop ups permanently.

    go to tools and it should say pop up blocker (at least mine does and add that web site to allow it to go threw
