   Websites cand be written in any text editor. As for the graphics...your only option is to use paint. But do download a free graphic editor.

   There are a lot of free web servers that provide tools to create a website "on the fly", without downloading software. The most popular free web server is Geocities. You just need to sign up, choose a template, write some text, and press submit button. Very easy.
