how do you make this on paintshop?

BEST ANSWERS RECIEVE 10 BIG POINTS! like i'm trying to know how to blend two pictures like that to make that effect?

    open your start image (the woman) do layers > new raster layer and set the opacity to 50% on this new layer, you paste your patterned image. because the patterned layer has it's opacity set to 50%, it will be semi-transparent allowing the image underneath to show through. it's as easy as that. don't forget to 'accept' this answer if it solved your problem.

    The two pictures are separate layers. You reduce the transparency of the top layer so the bottom one shows through.
