Yes, there are many good places to find such programs.
Most of them cost or have a limited trial period or limited capabilities.
A few places to download are at www.download.com...
One program I liked that came with the computer was PhotoDeluxe Home Edition. It was slow, and tried to save things as its own executeable all the time, but it was free and had no trial limitations.
Another program I liked was The Easy Graphic Converter.
I found it on www.Graphic-Converter.net. It is a good trial program, but most of it is unlocked anyway. It is pretty good.

Karen,
Just put the photo in paint and save as and change the extension to jpg, gif or whatever you want it. a helpful tactic to get things from on the web (that are yours), but you need is to youse the Print Screen button and copy that into paint as well. Best of luck.

Open the picture in MSPaint and follow the steps below:
1. Type Alt+F+A
2. Save the file as "picname.jpeg", do remember that while saving u should mention the picname with extension within double quotes

You may be able to just try changing the file extension. Make a copy of the file so you don't screw up the one you've got (right click, and choose "Copy" and the right click on the desktop and choose "Paste"), and then click on the title of the picture. It should show up as picture_name.bmp right now, and you can just type in picture_name.jpg. That MAY work. If not, open it in Paint and save as a .jpg, but you may lose some resolution that way.

open it in PhotoShop and do "Save as" and choose the desired file type from the drop down menu.

use the Windows paint program. Open Paint, open the .bmp, then do a 'save as...' click on the file type and scroll down to .jpg
