If you're not up for learning a little PHP and MySQL, you might be better off looking for some "canned" blog engines. Chatting is another matter. Do you mean real time chat or a bulletin board style discussion?

   Blogger / Blogspot is probably the biggest/easiest way to create a blog. Quick to set up, and free. And it requires minimal HTML knowledge.

   if you have never made a website before don't use dreamweaver. it is for proffesional webmasters and is way too difficult for a newbie. instead get an easier on here http://www.coffeecup.com/ search google.com for coffeecup tutorials
