1. do it youself - search web on ' how to build webites' then ask specific questions and us Y! Answer users can help you through all the options.

If you have access to a web site, for instance your isp provides you one, then you will need to learn at least xhtml and css (Cascading Style Sheets).
You can access the specifications from the w3c (World Wide Consortium) [1], xhtml at [2] and css at [3].
You maybe able to find tutorials, but I have noticed that w3schools uses the very same information from w3c, so be aware of this. They are not associated with w3c.

"Interact with" is the tricky part of that question. Static sites on all sorts of topics are relatively common on all the free sites. Good ones, that allow visitors to participate in discussions, polls, add comments to articles and so forth, that takes a bit of extra skill to configure.
The good news is that there's plenty of free software out there that will let you do so, but you will need a web hosting service that's got PHP and MySQL. I've listed two popular ones in sources below. Let me know if you need assitance or ideas for configuring the site.
The other issue is a free site vs. paid hosting. There are numerous advantages to having your own domain name, such as being able to sign up for affiliate programs and create some actual income with that hobby you love. Most programs will reject your application if you're on a free web host -- besides, the free hosts are filling your page with THEIR ads, so technically they're not really free at all.
So, a quick cost estimate. A basic start-up site should run around....
Domain name registration: $8 a year.
Web hosting service: $4 a month.
