I can't deal with C++ progrmming. Can anyone help?

I do not know how to write a complete program, and I have a problem with getting the output. My final exam is on 15.08.06. I'm so confused.

    Use the. API (I think that's what it's called). It takes care of array bounds and garbage collection.

    damn that's the most annoying thing ever...i have B in school at C++ programming....but still what whas the problem?just edit the question and i will check back to see if i can help..
