What's the best software to convert raster images into vector?

Nothing complicated, I just need some simple raster files turned into vector. I have Streamline 4.0, which is incredibly old, and don't have Adobe CS2. Any ideas on a cheap (preferably free) alternative?

    the conversion from vector to raster is a simple and fast proccess however, from raster to vector is a diffrent matter. The software required to perform the transformation would have to be ingenius in the way that it works thus,making the software expensive. Youd be better off stenciling around things in Streamline.     Maybe this would work! if you try CorelGraphics suite(R), you'll find Corel Trace(R) , this program can convert pictures from pixels to several vectors formats.
