format means delete everything!!!!
If u r formatting why are u expecting ur OS files to stay the same!! You gotta install a new copy of OS once u have formatted ur PC.
So take a backup, format ur PC, install OS and restore files.

as people say ... that's what formating is supposed to do ... y is it that you want to format your hard drive?

Formating means deleting the contents of a partition & making it writeable again. Everything on that drive gets deleted. If you delete the primary drive, which often is the C: drive, then the OS is lost. The PC wont work
without an OS.
Take a back up of the OS & then format the drive. The same goes for other drives; take a back up of the data that you're gonna delete.
