How do you make your site? Well, it's a good idea to start with a sketch on paper, mapping out each page, and its relation to the other pages.

After that, you can either learn HTML and CSS to format your pages, and Javascript and maybe PHP to make them interact (that's how you make an element change when somebody clicks on it - like turning a button on, or changing a picture)

Or you can use the page-building tools that most of the free providers offer, although they don't usually provide anything very sophisticated. That way you can get your pages into place quite quickly.
