animated pictures?

i want to make one of those pictures that are animated and change every few seconds, kinda like a slideshow a little. what animation program do i download for that? can someone help me? i've already tried jasc animation or whatever it's called but it expired.

    Any program that will let you manipulate different layers and combine them into an animated .gif file. I think the program I used was photoshop.
