how can I control my pc by landline?

I want people phone my pc ,which is connected to a landline, then entering a 6 digit code by their phone,which means a special command to my pc like releasing a file, so from techincal point of view what I need to do, how can I manage my pc to respond to this call, what software and hard ware do I need? plz tell me thanks ,
