You can also try Finale Notepad.
But if you're talking about real music, then you'd actually need professional equipment along with multi-track recording software which won't be anywhere near free. (But you can always try a program called Audacity -- you'll have to bring your own music, though. It only records and manipultes.)

What exactly do you mean by "create music"...if you're looking for an audio recording application...I would recommend audacity, which is open source software, so it's free. It doesn't have the capability to record
multiple tracks at once, but it's exactly like a professional recording platform in any other respect.
If you're looking for something to create loops, I don't know of any free software that's any good, but fruity loops is one of the better ones out there and well worth the money. There might be other programs out there in the interweb, but I don't know of any that are free.
