I might not fully understand the situation though if I did, the solution is quite simple.
I am assuming that you have a large email file attachment that needs to be downloaded and stored on a CD/DVD disc, however, your Windows 98 is too old to install a CD-RW hence you cannot install/burn it onto a disk. The solution to this is to see if you can find a buddy or workplace computer with internet access and a CD/DVD burner; since email is usually accessible on any PC, you can open it on that PC and burn the files there.

You could try saving the email into a folder then put it on a disc from there. Works for me.
