If you are going to have a .com, .net, .biz, .org, the answer is yes. You will have to pay for two(2) things. Web hosting which you can get at $4.75 /mo or thereabouts. And for the registration of a "domain name."

All the above answers are mostly correct with the exception of them not mentioning the option of hosting the site yourself on your own webserver. In this case, you just need a broadband connection and a webserver. So your
answer is yes and no.
