An IP address is made up of 4 nodes. Each node is a number from 0 to 255. The addresses 0.0.0.0 and 255.255.255.255 are start and end addresses and are not used as IP addresses.
Types of IP address are as follows.
1) Loop back 127.0.0.1
Used by the host computer to send a message back to itself.
2) Private Network addresses (192.168.x.x, 172.16.x.x through 172.31.x.x, and 10.x.x.x where x is any number from 0 to 255)

If you have a fixed IP address then there is a greater chance for hacking. To prevent this you need to have a correctly configured firewall in place.

Even if one has your system's IP, they have access to your PC only when they have access to your network....normally anonymous access should be controlled by the firewall on the network server....
