   one of the easiest way us to use a CMS software like Drupal, OpenCMS etc. More technical is to make your on layout using Cascading Style Sheets (CSS). Another way is to use come existing layouts and modify them a little.

   try this site. www.getafreelancer.com it's an ebay style type site, where you can post your project and budget range, and have freelance developers bid for your project. see my current website, developed by jagaro. www.ways2-makemoney.com (note he did the intro page, and the layout, im updating the content. I'm a little slow though, so it's not all complete yet, but you get the idea.)
