A cover up on my desktop?

there is a blue flat colored screen on my desktop, when windows first starts up you can see the desktop picture, but when all the programs are loaded, it goes BLUE, is there any way i can take this blanket off of my desktop and see its original picture?

    yes the problem is that u have installed a program that is conflicting with the desktop find the program and uninstall it
