Can someone please tell me the difference between web design and web programming?

web design is the actual process of planning what the site will look like and what kind of content will be on it.....web programming is the act of actually coding the site that you have planned out.

but
web programmer just writes the required coding
But usually the same person does the both things...

Web desiginers are people with backgrounds in graphic arts, layout design, communications, human interface design, that sort of stuff. Web "Application" programmers are well, programmers with backgrounds in programming, software engineering, database design and development, etc.
Only at a small company or small operation are they the same person. On any enterprise level application project the roles involved include - programmers and software engineers, DBAs, network and systems administrators, graphic artist and layout designers, and content providers (and possibly more).
Anyone who excels so much at both should be working at a Fortune 500 company making 6 figures as a project/group lead - or they are not as good as they think they are.
