I am not sure I understand your question. Do you mean you want to know which version of Windows is best?

Windows ME was perhaps the worst, it was an attempt to bring Windows 2000 functionality into an upgraded Windows 98 (DOS based) environment. It had many limitations, crashed often, and was quirky at best. You'd be better off with Windows 98 than ME, in actual fact.

Windows 2000 (W2K) is an updated version of the NT branch. Solid and stable, but not very new.

Windows XP is as stable as W2K, and is all around good, provided that the service pack 2 is added, as this SP2 addresses security weaknesses (firewall, intrusion, malware, viruses); but you still should get anti-virus software, as this most popular OS is also the most frequently targetted by hackers and virus writers.

Windows Vista is supposed to enhance a lot of things further but it is not out yet, and who know what weaknesses and bugs it may have at first release?

You also have other options outside of Windows (like Linux) but I presume this is beyond your question.
