If you are a beginner, I would advise you to use Swish for a good start: http://www.swishzone.com/index.php?area=downloads , it can produce impressive flash animation but it will be easier for you to use. You could create a webpage with that faster.
If you are proficient with actionscript, try Flash Professional 8: http://www.adobe.com/support/flash/downloads.html , this is what professional web-designers in the IT industry normally used. However, I used Flash Pro. in developing flash games, pages and movies though.

Macromedia/Adobe Flash Professional 8 http://www.adobe.com/products/flash/flashpro/ . It's known as the main program to use when constructing anything Flash. You can also use SwishMax http://www.swishzone.com/index.php?area=products&product=max . You can also consult http://movielibrary.lynda.com/html/modListing.asp?pid=1 for some tutorials on flash 8 pro. They offer some free tuts and if you want some more, you just need to pay the premium for unlimited tuts. Tutorials online are everywhere... just google them!
